Private Organizations are self-sustaining special interest groups, set up by people acting exclusively outside the scope of any official capacity as officers, employees, or agents of the Federal Government. They operate on Air Force installations with the written consent of the installation commander.

Below are some frequently asked questions for new and established PO/UAs.  If you do not find the question/answer you are searching for please call the PO Office at (907)377-4787.


How do I start a new PO?
First, submit constitution/bylaws and insurance waiver to the Private Org Office.  Then, establish a bank account. Next, conduct first meeting.  Finally, appoint elected officials for the newly formed Private Organization.  Completed forms can be brought to:

What is the difference between a Private Organization(PO) and an unofficial activity(UA)?
If current assets exceed a monthly average of $1,000 over a three month period, the organization must become a PO.

How do I plan for a successful fundraiser?
To ensure fundraisers are approved in a timely manner, PO’s/UA must submit fundraiser form filled out in its entirety.  It is imperative that the form be brought to the PO office at least two weeks prior to the event, this will allow ample time for adjustments and advertising to make your event a success.  Advertisement for the fundraiser is prohibited until the request is formally APPROVED.  Completed forms can be brought to the PO/UA coordinator who will then validate that PO/UA files are current and begin the routing process.

What is considered a fundraiser and how often can one be held?
A fundraiser is any exchange of funds for an event on or off base.  Fundraisers can be conducted twice per calendar quarter.

Is there a governing AFI? Where can it be found?
Yes, the Private Organization program is governed by AFI 34-223 and AFI 36-3101.  It is recommended that you read and understand these AFI’s in their entirety.

Are there fundraisers that are not allowed? If so, what are they?
Yes, there are certain fundraisers that are not allowed.  The following is prohibited:
- Fundraisers conducted in uniform
- Fundraisers conducted by military or civilians during duty time
- Utilizing government equipment or supplies for the production, planning or promoting of the fundraiser, i.e. government email
- Fundraisers that are gambling related such as raffles, games of changes, or lotteries, unless the organization holds a Gaming license with the State of Alaska
- Fundraisers that include the sale of alcoholic beverages
- Fundraisers that duplicate MWR or AAFES services

Can my PO/UA use the Commercial Sponsorship and Marketing Office to promote or acquire sponsorship for a fundraiser?
No, the PO Guide and the Marketing and Commercial Sponsorship AFI-34-108 strictly prohibit the use of 354 Marketing and Commercial Office to advertise or seek sponsorship funds for PO fundraiser events.

Fundraisers CANNOT be conducted during the annual CFC or AFAF seasons.

- CFC Campaign, 8-weeks (estimated dates 15 Oct - 15 Dec)
- AFAF Campaign, 6-weeks (estimated dates 15 Mar - 30 Apr)

Fundraisers are limited to two per quarter--applies to both on base and off base events.
PO/UA may not use government computer systems and equipment to give notice of the event.
